What Happened

NYC Council Speaker Julie Menin announced the first public sworn testimony from major AI companies. The Committee of the Whole will hear from Anthropic, OpenAI, Google and Meta on October 5, 2026, with SpaceXAI also subpoenaed after it did not respond.

The Council cites whistleblower warnings and reports that rogue AI agents have already inflicted damage to government databases. Most companies initially declined to appear. Meta agreed voluntarily, OpenAI and Google agreed after the subpoena threat, and Anthropic confirmed late Sunday.

Three Proposals Worth Watching

  • A whistleblower incentive program. It would be the first of its kind in the nation, rewarding people who report AI harms.
  • A private right of action. New Yorkers harmed by AI agents could take legal action themselves.
  • Independent third-party validation. AI systems would need outside verification rather than a vendor's own assurance.

The common thread is accountability for AI agents that act, not just chat. Businesses that can show what an agent did, and who approved it, are better placed whatever rules emerge.

List every AI tool or agent that touches customer data, your website, or your payments. For each one, decide what it may do on its own and what needs human approval, and keep a log of its actions.

These are good habits regardless of how the hearing ends: it is a proposal stage, and no rule has been passed.
